What a pro does

An emergency plumber's first work happens on the phone. He's asking whether the water is stopped, what kind of water it is, and whether anything electrical is in it, and those answers decide the order he does things when he pulls up. Stabilize first, diagnose second. That means closing a valve, killing a breaker or capping a line so the damage stops growing, then working out the fault with the situation under control. Winter drives the busiest stretch here. An ice storm across central Arkansas can take down power lines for days, and the houses that lose heat overnight lose pipes with it, so calls arrive in waves rather than one at a time. Summer brings a different set, mostly heat-related failures on water heaters and lines stressed by a slab that's been shrinking all through a dry August. On arrival he checks the whole system, not only the one obvious failure, because a house that broke a pipe in the garage has very likely got another split in the attic. Some of what he does that first visit is deliberately temporary, holding the house together until the parts or the weather cooperate.

If you can stop the water at a valve and nothing is soaking into structure or wiring, most things can wait. Water you can't stop, water in contact with electrical, and sewage coming up indoors are the three that shouldn't.
On city water it's usually at the meter box near the street, sometimes with a second valve where the line enters the house. On a well it's at the pressure tank. Finding it on a calm day and making sure it still turns is worth the ten minutes it takes.
Almost certainly, because an ice storm creates hundreds of these calls at once across the same towns and the roads west of the city get difficult. Shutting the water off and draining pressure out of the system is what keeps the damage from growing while you wait.
Whether a loss is covered depends on your policy and the cause, so it's a question for your insurance provider rather than the plumber. Calling them early and photographing everything wet before it's cleaned up puts you in a better position either way.
